If you need my opinion - yes. I've seen detailed pictures. It cannot be a factory seal.

I purchased them as new games, the missing hang tabs never bothered me as they are very easily removed or broken offf, many of my games are that way. his SNES stuff looks legit, what makes you think it's resealed?

edit: Actually the seams look bent and crooked, might be resealed after all.
