If you need my opinion - yes. I've seen detailed pictures. It cannot be a factory seal.
i found my answer from him:
" can't say if they are factory sealed or not, but they have been in my collection as you see them for the past 15 to 20 years. I purchased them as new games, the missing hang tabs never bothered me as they are very easily removed or broken offf, many of my games are that way. You are to decide what you wish to do, as I am selling the games as is, as I do allof my games, please keep that in mind before purchasing anything, I do NOT wish any problems later on. Thanks

I've got same crappily sealed games from Brinn. And there were reseals.

his SNES stuff looks legit, what makes you think it's resealed?
