More valuable or doesnt matter?
Is a game that is complete in box with the plastic wrap V or H seal, but opened at the top make it more valuable or just the same as a game that is just complete in the box?

Absolutly. Its as close to new as you can get. In fact the wrap does not even have to be there at all but the contents just have to be mint. There are many people who pay more for mint opened games instead of trash copies.

Collector's usually want their expensive rarities in the best possible condition. Obviously, some prefer sealed games, but others like to know that everything is in the box that's supposed to be there, and also that the game works fine, so some pay extra for a semi-sealed game that has been checked. Don't ask me why.
The beauty of semi-sealed games are that they are just like mint used games, but have the benefit of the box being protected by the plastic, thus keeping it mintier than mint, especially in the case of SNES or N64 games

Such games are conisidered more expensive, but i don't think they are more valuable. Maybe for casual gamers, but not for collectors
