Have you realized?
It is much easier to get factory sealed US and JP games than factory sealed PAL games. I see every day factory sealed US/JP games (original releases) on ebay, but no factory sealed PAL games (especial German versions).
What happen with all not sold games in stores?
e.g.
Last year I saw 25-35 factory sealed "Metal Gear Solid 3: Snake Eater (Steelbook)" and next day they disappeared.
No store in the world sold all copies of each game.
What do they make with the rest copies?

Generally, there is a lower production for German PAL versions than for example a US version ... I think this is the main reason!

yeah I think most games are on ebay ... I do not believe that there are halls with old sealed games out there.

but seriously, he's got a point there - A friend of mine's working for a big retailer and I know that german versions of this game were produced in massive amounts - they couldn't sell em well enough so they had to cut down the price drastically - even then there were still hundreds of em left in the shelf

That is indeed true. Obviously America is a vast country compared to the UK or even Europe as a whole. Games are more abundant there as they have to satisfy demand for a greater amount of consumers. It's all relative to the population size etc.
But, this also means that sealed PAL games are more collectable than US games, as they are harder to get hold of, thus meaning they retain their value better.
